1. Objetivo

1. Objective

La presente Norma Oficial Mexicana tiene como objetivo establecer las especificaciones y características para el diseño, construcción, inspección y pruebas de cisternas portátiles destinadas al transporte de substancias, materiales y residuos peligrosos de las clases 1, 3, 4, 5, 6, 7, 8 y 9, así como su marcado y certificación con el propósito de ofrecer seguridad en las vías generales de comunicación.

This Official Mexican Standard has as its objective to establish the specifications and characteristics for the design, construction, inspection and tests of portable cisterns designated to the transport of hazardous substances, materials and wastes of classes 1, 3, 4, 5, 6, 7, 8 and 9, as well as their markings and certification for the purpose of offering safety in the general routes of communication.

2. Campo de aplicación

2. Field of application

Esta Norma Oficial Mexicana es de aplicación obligatoria para los expedidores, transportistas, destinatarios y fabricantes de las cisternas portátiles destinadas al transporte de substancias, materiales
y residuos peligrosos de las clases 1, 3, 4, 5, 6, 7, 8 y 9, que transitan por las vías generales de comunicación.

This Official Mexican Standard is mandatory for the expeditors, transporters, consignees and manufacturers of the portable cisterns designated to the transport of hazardous substances, materials and wastes of the classes 1, 3, 4, 5, 6, 7, 8 and 9 that transit over the general routes of communication.

Los expedidores y destinatarios deberán utilizar para transportar las substancias, materiales y residuos peligrosos de las clases 1, 3 a 9, que transitan por las vías generales de comunicación, sólo cisternas portátiles que hayan sido previamente marcadas de conformidad con la placa de metal fijada en la
misma cisterna.

The expeditors and consignees must use only portable cisterns that have been previously marked in conformity with the metal plate secured on the same cistern to transport hazardous substances, materials and wastes of class 1, 3 to 9 that transit on the general routes of communication.

Dentro de la esfera de responsabilidades, el transportista aceptará el envío de cisternas portátiles, que hayan sido seleccionadas por los expedidores y destinatarios de conformidad con la normatividad.

Within the sphere of responsibilities, the transporter will accept the shipment of portable cisterns that have been selected by the expeditors and consignees of conformity with the legislation.

Esta Norma Oficial Mexicana no tiene aplicación en autotanques, carrotanques, contenedores no metálicos, recipientes intermedios para graneles (RIG) y contenedores para el transporte de líquidos que tengan capacidad menor a 450 litros.

This Official Mexican Standard does not have application on tankers, tank trucks, non-metal containers, intermediate bulk containers and containers for the transport of liquids that have a capacity less than 450 liters.

4. Definiciones

4. Definitions

Acero austenítico.- Los aceros inoxidables que contienen más de un 7% de níquel se llaman austeníticos, ya que tienen una estructura metalográfica en estado recocido, formada básicamente por austenita y de aquí adquieren el nombre. El contenido de Cromo varía de 16 a 28%, el de níquel de 3,5 a 22% y el de Molibdeno de 1,5 a 6%.

Austenitic steel. Stainless steels that contain more than 7% of nickel are called austenitic Steel, whether they have a metal structure in a heated state, formed basically for austenitic and from this the name is acquired. The Chromium varies from 16 to 28%, that of nickel from 3.5 to 22% and that of molybdenum from 1.5 to 6%.

Acero de grano fino.- Acero que tenga un grosor de granos ferríticos mínimo de seis.

Fine grain Steel. Steel that have a thickness of ferritic grains mínimum of six.

Acero de referencia.- Acero que tiene resistencia a la tracción de 370 N/mm2 y un alargamiento a la rotura del 27%.

Steel of reference. Steel that has resistance to traction from 370 N/mm2 and an elongation at rupture of 27%.

Acero dulce.- Acero que tiene resistencia mínima garantizada a la tracción de 360 N/mm2 a 440 N/mm2 y un alargamiento mínimo garantizado de rotura conforme a lo establecido en 6.3.3.

Mild Steel. Steel that has a minimum guaranteed resistance to traction of 360 N/mm2 to 440 N/mm2 and a minimum guaranteed elongation of rupture according to that established in 6.3.3.

Cisterna portátil.- Cisterna multimodal utilizada para el transporte de substancias de las clases 1 y 3 a 9. La cisterna portátil lleva un depósito provisto del equipo de servicio y los elementos estructurales que sean necesarios para el transporte de substancias peligrosas. La cisterna portátil debe poder ser llenada y vaciada sin necesidad de desmontar sus elementos estructurales. Debe tener elementos estabilizadores exteriores al depósito y poder ser izada cuando esté llena. Está diseñada principalmente para ser cargada en un vehículo de transporte o en un buque y está equipada con patines, soportes o accesorios que faciliten su manipulación mecánica. Los vehículos cisterna para el transporte por carretera, los carrotanques, las cisternas no metálicas y los recipientes intermedios para graneles (RIG) no se consideran cisternas portátiles.

Portable cistern. Multimodal cistern used for the transport of substances of the classes 1 and 3  to 9. The portable cistern has a deposit provided with the service equipment and the structural elements that are necessary for the transport of hazardous substances. The portable cistern must be able to be filled and emptied without the necessity of dismounting their structural elements. It must have exterior stabilizers on the deposit and can be raised when it is full. It is designed principally to be loaded on a transport vehicle or on a ship and is equipped with skids, supports or accessories that facilitate its mechanical handling. The cistern vehicles for the transport on the highway, tanker trucks, the non-metal cisterns and the intermediate bulk containers are not considered portable cisterns.

Cisterna portátil para instalaciones mar adentro.- Cisterna portátil especialmente diseñada para su utilización reiterada en el transporte de mercancías peligrosas a, desde, y entre instalaciones situadas mar adentro. Esas cisternas estarán diseñadas y construidas de conformidad con las “directrices para la aprobación de contenedores para instalaciones mar adentro, manipulados en mar abierto”.

Portable cistern for offshore installations. Portable cistern specially designed for its repeated use in the transport of hazardous goods to, from and between installations situated offshore. Those cisterns will be designed and constructed in conformity with the “directories for the approval of containers for offshore installations, handled at open sea.”

Depósito.- La parte de la cisterna portátil que contiene la substancia transportada, es decir, la cisterna propiamente dicha, con inclusión de los orificios y sus cierres, pero con exclusión de los equipos de servicio o los elementos estructurales externos.

Deposit. The part of the portable cistern that contains the substance transported, that is to say, the cistern itself, with the inclusion of the openings and closures, but with the exclusion of the service equipment or the external structural elements.

Elementos estructurales.- Los elementos de refuerzo, fijación, protección o estabilización exteriores al depósito.

Structural elements. The elements for reinforcing, securing, external protection or stabilization to the deposit.

Elemento fusible.- Dispositivo de descompresión no reconectable que se acciona térmicamente.

Fusible element. Decompression device not reconnectable that is thermally activated.

Equipos de servicio.- Los instrumentos de medida y los dispositivos de llenado, vaciado, ventilación, seguridad, calefacción, refrigeración y aislamiento térmico.

Service equipment. The measuring instruments and the devices for filling, emptying, ventilation, safety, heating, refrigeration and thermal insulation.

Gama de temperaturas de cálculo para el depósito.- Esta es de (menos) –40°C a 50°C en el caso de las substancias transportadas en condiciones ambientales. En el caso de las otras substancias manipuladas a temperaturas elevadas, la temperatura de cálculo no debe ser inferior a la temperatura máxima de la substancia durante el llenado, el vaciado o el transporte. Deben preverse temperaturas de cálculo más rigurosas para las cisternas portátiles sometidas a condiciones climáticas adversas.

Range of estimated temperature for the deposit. This is of (minus) – 40 ºC to 50 ºC in the case of the substances transported under environmental conditions. In the case of other substances handled at elevated temperatures, the estimated temperature must not be less than the maximum temperature of the substance during the filling, the emptying or the transport. More rigorous estimated temperatures must be detailed for the portable cisterns submitted to adverse climate conditions.

Masa bruta máxima permisible.- La suma de la tara de la cisterna portátil y la carga máxima cuyo transporte esté autorizado.

Maximum permissible gross mass. The sum of the tare of the portable cistern and the maximum load whose transport is authorized.

Presión de cálculo.- La presión que se utilice en los cálculos relativa a los recipientes a presión. La presión de cálculo no debe ser inferior a la mayor de las presiones siguientes:

Estimate pressure. The pressure that is used in the estimates relative to the containers under pressure. The estimated pressure must not be less than the greater of the following pressures:

a)         la presión manométrica efectiva máxima autorizada en el depósito durante el llenado o el vaciado; o

a) The maximum authorized effective manometric pressure in the deposit during the filling or emptying; or

b)         la suma de:

b) The sum of:

i)                la presión de vapor absoluta (en bar) de la substancia a 65ºC (a la temperatura máxima alcanzada durante el llenado, el vaciado o el transporte para substancias que se transportan a más de 65ºC), menos 1 bar;

i) The absolute vapor pressure (in bar) of the substance at 65 ºC (to the maximum temperature reached during the filling, the emptying or the transport for substances that are transported at more than 65 ºC) less 1 bar;

ii)               la presión parcial (en bar) del aire o de otros gases que haya en el espacio vacío, determinada por una temperatura máxima en ese espacio de 65°C y que haya una dilatación del líquido debida al aumento de la temperatura media de la carga de tr – tf (tf = temperatura de llenado, generalmente 15°C; tr = 50°C, temperatura media máxima de la carga); y

ii) The partial pressure (in bar) of the air or other gases that there are in the empty space, determined by a maximum temperature in that space of 65 ºC and there is a dilation of the liquid due to the increase of the median temperature of the load of tr – tf (tf = temperature of filling, generally 15 ºC; tr = 50°C, maximum median temperature of the load); and 

iii)              la presión hidrostática calculada de acuerdo con las fuerzas estáticas especificadas en 5.12, pero nunca inferior a 0,35 bar; o

iii) the estimated hydrostatic pressure according to the static forces specified in 5.12, but never lower than 0.35 bar; or

c)         Los dos tercios de la presión mínima de prueba indicada en la instrucción sobre cisternas portátiles de la norma aplicable.

c) The two thirds of the minimum test pressure indicated in the instruction on portable cisterns of the applicable standard.

Presión de prueba.- La presión manométrica máxima en la parte superior del depósito, medida durante la prueba de presión hidráulica, al menos igual a la presión de cálculo multiplicada por 1.5. La presión mínima de prueba para las cisternas portátiles destinadas a determinadas substancias se indica en la instrucción pertinente sobre cisternas portátiles de la norma aplicable.

Test pressure. The maximum manometric pressure in the upper part of the deposit, measured during the hydraulic pressure test, at least equal to the estimated pressure multiplied by 1.5. The minimum test pressure for the portable cisterns designated to determined substances is indicated in the pertinent instruction on portable cisterns of the applicable standard.

Presión de servicio máxima autorizada (PSMA).- Una presión no inferior a la mayor de las dos presiones siguientes, medidas en la parte superior del depósito cuando éste se encuentra en su
posición normal:

Maximum authorized service pressure. A pressure not lower than the greater of the two following pressures, measured in the upper part of the deposit when it is found in its normal position:

a)         la presión manométrica efectiva máxima autorizada en el depósito durante el llenado o el vaciado; o

a) The maximum effective authorized manometric pressure in the deposit during the filling or the emptying; or

b)         la presión manométrica efectiva máxima para la que esté diseñado el depósito y que no deberá ser inferior a la suma de:

b) maximum effective manometric pressure for which the deposit is designed and that must not be lower than the sum of:

I)               la presión de vapor absoluta (en bar) de la substancia a 65ºC (a la temperatura máxima alcanzada durante el llenado, el vaciado o el transporte para substancias que se transportan a más de 65ºC), menos 1 bar;

I) the absolute vapor pressure (in bar) of the substance at 65 ºC (at the maximum temperature reached during the filling, the emptying or the transport for substances that are transported at more than 65 ºC, minus 1 bar;

II)              la presión parcial (en bar) del aire o de otros gases que haya en el espacio vacío, determinada por una temperatura en ese espacio de no más de 65°C y una dilatación del líquido debida al aumento de la temperatura media de la carga de tr - tf (tf = temperatura de llenado, generalmente 15°C; tr = 50°C, temperatura media máxima de la carga).

II) The partial pressure  (in bar) of the air or other gases that are in the empty space, determined by a temperature in that space of no more than 65 ºC and an expansion of the liquid due to the increase of the median temperature of the load of  tr - tf (tf = temperature of filling, generally 15 ºC; tr = 50°C, maximum median temperature of the load).

Prueba de hermeticidad.- Prueba en la que se utiliza gas para someter el depósito y sus equipos de servicio a una presión interna efectiva no inferior al 25% de la Presión de Servicio Máxima Autorizada (PSMA).

Hermeticity test. Test in which gas is used to submit the deposit and its service equipment at an effective internal pressure not lower than 25% of the Maximum authorized service pressure.

5. Especificaciones y características generales relativas al diseño y la construcción

5. General Specifications and characteristics relative to the design and construction

5.1 Los depósitos deben diseñarse y construirse de acuerdo con las disposiciones establecidas en las normas sobre recipientes a presión. Deben ser de materiales metálicos capaces de recibir la forma deseada. En principio, los materiales deben ajustarse a las normas sobre materiales. Para los depósitos soldados sólo debe utilizarse un material cuya soldabilidad esté plenamente demostrada. Las soldaduras deben estar bien hechas y ofrecer total seguridad.

5.1 The deposits must be designed and constructed according to the provisions established in the standards on containers under pressure. They must be of metal material capable of receiving the desired form. In principle, the materials must be adjusted to the standards on materials. For the welded deposits only a material whose weldability is fully demonstrated should be used. The welds must be made and offer total safety.

5.1.1 Cuando el proceso de fabricación o el material lo exijan, el depósito debe ser sometido a un tratamiento térmico que garantice la resistencia necesaria de las soldaduras y de las zonas afectadas por el calor. Al elegir el material debe tenerse en cuenta la gama de temperaturas de cálculo desde el punto de vista del riesgo de rotura frágil bajo tensión, la aparición de fisuras por corrosión y la resistencia a los choques. Cuando se utilice acero de grano fino, el valor garantizado del límite elástico no superará los 460 N/mm2 y el valor garantizado del límite superior de la resistencia a la tracción no será superior a 725 N/mm2 según la especificación del material. El aluminio no debe utilizarse como material de construcción más que en los casos indicados en una especificación especial para cisternas portátiles asignada a una substancia determinada en la norma respectiva. Si está permitida su utilización, el aluminio debe tener un aislamiento que impida una pérdida considerable de sus propiedades físicas cuando esté sometido a una carga térmica de 110 Kw/m2 durante un periodo no inferior a 30 minutos. El aislamiento debe ser eficaz a todas las temperaturas inferiores a 649°C y debe estar protegido por un revestimiento de un material cuyo punto de fusión no sea inferior a 700°C. Los materiales de las cisternas portátiles deben estar adaptados al medio ambiente exterior en el que vayan a ser transportados.

5.1.1 When the manufacturing process or the material require it, the deposit must be submitted to a thermal treatment that guarantees the resistance necessary of the welds and the zones affected by heat. When selecting the material, the range of estimated temperatures must be taken into account from the point of view of the risk of fragile rupture under tension, the appearance of fissures from corrosion and the resistance to shock. When fine grain steel is used, the guaranteed value of the elastic limit will not exceed 460 N/mm2 and the value guaranteed of the upper limit of the resistance to traction will not be greater than 725 N/mm2 according to the specification of the material. The aluminum must not be used as a construction material more than in the cases indicated in a special specification for portable cisterns assigned to a determined substance in the respective standard. If its use is permitted, the aluminum must have an insulation that impedes a considerable loss of their physical properties when it is submitted to a thermal load of 110 kw/m2 during a period not less than 30 minutes. The insulation must be efficient at all the temperatures lower than 649 ºC and must be protected by a coating of a material whose fusion point is not less than 700 ºC. The materials of the portable cisterns must be adapted to the external environment in which they are going to be transported.

5.2 Los depósitos de las cisternas portátiles, sus accesorios y sus tuberías deben estar fabricados con un material que:

5.2 The deposits of the portable cisterns, their accessories and their pipes must be manufactured with a material that:

a)         sea prácticamente inmune a la acción de las substancias transportadas;

a) Be practically immune to the action of the substances transported;

b)         sea eficazmente neutralizado por reacción química; o

b) Be efficiently neutralized by a chemical reaction; or

c)         esté revestido de otro material resistente a la corrosión directamente adherido al depósito o fijado por otro método equivalente.

c) be recoated with another material resistant to the corrosion directly adhered to the deposit or secured by another equivalent method.

5.3 Las juntas deben estar hechas de un material que no pueda ser atacado por la(s) substancia(s) transportada(s).

5.3 The joints must be made of a material that cannot be attacked by the substance(s) transported.

5.4 Cuando los depósitos estén revestidos, el revestimiento debe ser prácticamente inalterable por las substancias transportadas, homogéneo, no poroso, exento de perforaciones, suficientemente elástico y compatible con las características de dilatación térmica del depósito. El revestimiento del depósito y de sus accesorios y tuberías debe ser continuo y cubrir completamente la superficie de cualquier brida. Cuando los accesorios externos estén soldados a la cisterna, el revestimiento debe ser continuo y cubrir completamente los accesorios y la superficie de las bridas exteriores.

5.4 When the deposits are recoated, the recoating must be practically inalterable by the substances transported, homogenous, not porous, exempt from perforations, sufficiently elastic and compatible with the characteristics of thermal dilation of the deposit. The recoating of the deposit and its accessories and pipes must be continuous and cover completely the surface of any flange. When the external accessories are welded to the cistern, the coating must be continuous and cover completely the accessories and the surface of the external flanges.

5.5 Las juntas y costuras del revestimiento deben efectuarse por fusión mutua de los materiales o por cualquier otro medio igualmente eficaz.

5.5 The joints and seams of the coating must be made by mutual fusion of the materials or by any other equally efficient medium.

5.6 Debe evitarse el contacto entre metales diferentes que pueda causar daños por corrosión galvánica.

5.6 The contact between different metals must be avoided that can cause damages by galvanic corrosion.

5.7 Los materiales de que esté hecha la cisterna portátil, incluidos los de cualesquiera dispositivos, juntas, revestimientos y accesorios, no deben ser capaces de alterar la substancia o substancias que deban transportarse en la cisterna portátil.

5.7 The materials from which the cistern is made, including those of any devices, joints, coatings and accessories must not be capable of altering the substance or substances that must be transported in the portable cistern.

5.8 Las cisternas portátiles deben ser diseñadas y construidas con soportes que les sirvan de base estable durante el transporte y con dispositivos adecuados para elevación y anclaje.

5.8 The portable cisterns must be designed and constructed with supports that serve as a stable based during transport and with devices adequate for elevation and anchoring.

5.9 Las cisternas portátiles deben ser diseñadas de forma que resistan, sin pérdida de su contenido, al menos la presión interna ejercida por éste, y las cargas estáticas, dinámicas y térmicas en las condiciones normales de manipulación y transporte. El diseño debe mostrar claramente que se han tenido en cuenta los efectos de la fatiga, resultantes de la aplicación reiterada de esas cargas durante la vida de servicio prevista de la cisterna portátil.

5.9 The portable cisterns must be designed in a way that they resist, without loss of their content, unless the internal pressure exercised by it and the static, dynamic and thermal loads under normal conditions of handling and transport. The design must show clearly that the effects of fatigue have been taken into account, resulting from the repeated application of those loads during the life of service of the portable cistern.

5.10 Los depósitos provistos de dispositivos de descompresión deben ser diseñados de forma que resistan, sin deformación permanente, una presión externa de al menos 0.21 bar por encima de la presión interna. Los dispositivos de descompresión deben estar regulados para que entren en funcionamiento a un grado de vacío no superior a menos (-) 0.21 bar, a no ser que el depósito esté diseñado para soportar una sobrepresión externa superior, en cuyo caso la capacidad de descompresión del dispositivo que vaya a instalarse no debe ser superior al vacío de cálculo de la cisterna. Los depósitos utilizados para el transporte de substancias sólidas pertenecientes únicamente a los grupos de envase y embalaje II o III y que no se licuen durante el transporte pueden ser diseñados para una presión exterior más baja. En este caso, el dispositivo de descompresión debe ser regulado de manera que entre en funcionamiento a esta presión más baja. Los depósitos que no estén provistos de dispositivos de descompresión deben ser diseñados de forma que resistan, sin deformación permanente, una presión externa de al menos 0.4 bar por encima de la presión interna.

5.10 The deposits provided with decompression devices must be designed in a way that they resist, without permanent deformation, an external pressure of at least 0.21 bar above the internal pressure. The decompression devices must be regulated so that they begin functioning at a degree of vacuum not greater than minus (-) 0.21 bar, when the deposit is designed to support a higher external pressure, in which case the decompression capacity of the device that is going to be installed must not be greater than the estimated vacuum of the cistern. The deposits used for the transport of solid substances belonging only to the groups of container and packaging II or III and that do not liquefy during the transport can be designed for a lower external pressure. In this case. The decompression device must be regulated in a way that it starts functioning at this lower pressure. The deposits that are not provided with decompression devices must be designed in a way that they resist, without permanent deformation, an external pressure of at least 0.4 bar above the internal pressure.

5.11 Los dispositivos de descompresión utilizados en las cisternas portátiles destinadas al transporte de substancias que por su punto de inflamación respondan a los criterios de la clase 3, comprendidas las substancias transportadas en caliente a una temperatura igual o superior a su punto de inflamación, deben impedir la entrada directa de llamas al interior del depósito o, alternativamente, la cisterna portátil debe tener un depósito capaz de resistir, sin fugas, una explosión interna resultante de la entrada de las llamas en el mismo.

5.11 The decompression devices used in the portable cisterns designated to the transport of substances that by their flash point respond to the class 3 criteria, including the substances transported hot at a temperature equal or greater than its flash point must impede the direct entry of flames to the interior of the deposit or, alternatively, the portable cistern must have a deposit capable of resisting, without leaks, an internal explosion resulting from the entry of flames in the same.

5.12 Las cisternas portátiles y sus elementos de sujeción deben poder soportar, cuando lleven la carga máxima autorizada, las fuerzas estáticas siguientes aplicadas por separado:

5.12 The portable cisterns and their securing elements must be able to support, when they carry the maximum authorized load, the following static forces applied separately:

a)         En la dirección de transporte: el doble de la masa bruta máxima autorizada multiplicado por la aceleración de la gravedad (g);

a) In the direction of transport: the double of the maximum authorized raw mass multiplied by the acceleration of gravity (g);

b)         Horizontal, perpendicularmente a la dirección de transporte: la masa bruta máxima autorizada (cuando la dirección de transporte no esté claramente determinada, las fuerzas deben ser iguales al doble de la masa bruta máxima autorizada) multiplicada por la aceleración de la gravedad (g);

b) Horizontal, perpendicularly to the direction of transport: the maximum authorized raw mass (when the direction of transport is not clearly determined, the forces must be equal to the double of the maximum authorized raw mass) multiplied by the acceleration of gravity (g);

c)         Verticalmente de abajo a arriba: la masa bruta máxima multiplicada por la aceleración de la gravedad (g); y

c) Vertically from below to above: the maximum  raw mass multiplied by the acceleration of gravity (g); and

d)         Verticalmente de autorizada arriba a abajo: el doble de la masa bruta máxima autorizada (carga total incluido el efecto de la gravedad) multiplicado por la aceleración de la gravedad (g).

5.13 Para cada una de las fuerzas mencionadas en 5.12, los coeficientes de seguridad que habrán de aplicarse deben ser los siguientes:

5.13 For each one of the forces mentioned in 5.12, the safety coefficient that will have to be applied must be the following:

a)         En el caso de los metales que tengan un límite de elasticidad claramente definido, un coeficiente de seguridad de 1.5 en relación con el límite de elasticidad garantizado; o

a) In the case of metals that have a clearly definied elasticity limit, a safety coefficient of 1.5 in relation with the guaranteed elasticity limit; or

b)         En el caso de los metales que no tengan un límite de elasticidad claramente definido, un coeficiente de seguridad de 1.5 en relación con el límite de elasticidad garantizado del 0.2% y, en el caso de los aceros austeníticos, del 1%.

b) In the case of the metals that do not have a clearly defined elasticity limit, a safety coefficient of 1.5 in relation to the guaranteed elasticity limit of 0.2% and, in the case of austenitic steels, of 1%.

5.14 El valor del límite de elasticidad o del límite de elasticidad garantizado debe ser el establecido en las normas sobre materiales. Cuando se utilicen aceros austeníticos, los valores mínimos especificados para esas propiedades en las disposiciones sobre materiales podrán aumentarse hasta en un 15% cuando esos valores superiores consten en el certificado de inspección de los materiales. Cuando no exista ninguna norma para el material en cuestión, los valores que se deben utilizar para el límite de elasticidad aparente o el límite de elasticidad garantizado deben ser los más cercanos a los establecidos en las normas para materiales
de construcción.

5.14 The value of the elasticity limit or the guaranteed elasticity limit must be that established in the standards on materials. When austenitic steels, the minimum values specified for these properties in the provisions on materials can be increased up to 15% when those higher values are documented in the certificate of inspection of the materials. When no standard exists for the material in question, the values that must be used for the apparent elasticity limit or the guaranteed elasiticity limit must be those nearest to those established in the standards for construction materials.

5.15 Las cisternas portátiles destinadas al transporte de substancias que por su punto de inflamación respondan a los criterios de la clase 3, incluidas las substancias transportadas en caliente a una temperatura igual o superior a su punto de inflamación, deben poder ser conectadas eléctricamente a tierra. Se deben adoptar medidas para impedir descargas electrostáticas peligrosas.

5.15 The portable cisterns designated for the transport of substances that because of their flash point respond to the criteria of Class 3, including the substances transported hot at a temperature equal or greater than its flash point must be able to be connected electrically to ground. Measures must be adopted to impede hazardous electrostatic discharges.

5.16 Cuando lo exija para determinadas substancias, la instrucción de transporte sobre cisternas portátiles pertinente indicada en la norma respectiva, las cisternas portátiles deben tener una protección adicional, que puede consistir, bien en un aumento del espesor de la chapa del depósito o bien de la presión de prueba, teniendo en cuenta en ambos casos los riesgos inherentes a las substancias transportadas.

5.16 When it is required for determined substances, the pertinent instructions or transport on portable cisterns indicated in the respective standard, the portable cisterns must have an additional protection that can consist, in an increase of the thickness of the lining of the deposit or the test pressure, taking into account in both cases the risks inherent to the substances transported.

5.17 El aislamiento térmico que esté directamente en contacto con un depósito destinado al transporte de substancias a temperatura elevada deberá tener una temperatura de ignición que sea al menos 50ºC superior a la temperatura máxima de cálculo de la cisterna.

5.17 The thermal insulation that is directly in contact with a deposit designated to the transport of substances at elevated temperatures must have an ignition temperature that is at least 50 ºC greater than the maximum estimated temperature of the cistern.
